Brisa de Angulo is a Bolivian lawyer, psychologist, and internationally recognized human rights activist dedicated to fighting childhood sexual violence and supporting its survivors through both direct services and legal reform. As a survivor herself, she founded “A Breeze of Hope”, Bolivia’s first center for child survivors of sexual abuse, at age 17 in 2004. Since its inception, her organization has provided free legal, psychological, social, and medical support to thousands of child and adolescent survivors—serving over 500 children and adolescents every year in Bolivia.​

Brisa’s center in Cochabamba, Bolivia, delivers a holistic model of care and has assisted more than 2,000 children since opening.​

Through A Breeze of Hope, she has advocated for improved access to justice and healthcare for survivors, especially indigenous and low-income girls, using her personal experience to challenge cultural stigma and societal indifference.​

Her work includes training thousands of judges, government officials, prosecutors, and forensic doctors to improve the legal and clinical response to sexual violence.​

Brisa was the key petitioner in the groundbreaking “Angulo Losada v. Bolivia” case before the Inter-American Court of Human Rights, resulting in a 2023 ruling that strengthened standards for government accountability and survivor protection in 23 Latin American countries.​

She is a member of elite international groups, such as the Lancet Commission on Violence Against Women and Children and the Leadership Council of the Global Women’s Institute at George Washington University.​
Brisa’s activism has helped inspire new laws and practices to prevent child sexual violence, and she collaborates with governments, international organizations, and other nonprofits to implement reforms in 17 countries.​
She led the campaign to name August 9 Bolivia’s national day of solidarity with survivors of sexual violence against children, mobilizing nationwide awareness and support.​

Brisa has authored multiple works on sexual violence, human rights, and early childhood development, and served as a mentor and role model to survivors internationally.​

Her efforts now serve as a global blueprint for trauma-informed survivor support and policy reform across Latin America and beyond.​
Brisa de Angulo’s humanitarian work is transformative—impacting lives directly through survivor services and on a systemic level through policy, legal precedent, and international advocacy.
